Just as every other vice president when Jefferson held the office he was President of the Senate. The difference back then was that the vice president actually sat and presided over Senate the proceedings.
Jefferson was bored so he wrote a set of rules for the Senate to use. However, the Senate never adopted those rules but the House of Representatives did. They are still used today.
The book you referred to is Constitution, Jefferson's Manual, and the Rules of the House of Representatives.
However, no one can use the rules without knowing how to interpret them or the precedents of the House. Therefore Hinds' Precedents, Cannon's Precedents, Deschler's Precedents, and Precedents of the U.S. House of Representatives are vitally important. Good luck trying to learn all of them.
