Isn’t it number one in per capita?

You have 97 state gov workers per 10k residents.
For comparison, Florida has 56.

Population estimates, July 1, 2018 4,659,978
Persons in poverty, percent 18.6%
So, at least 866,756, but I would bet it’s considerably higher than that because you don’t have to be in poverty to get government assistance.
