He’s behaving in this manner because he believes he can do so without facing any consequences for doing so. He will continue to do so until he picks the wrong got and is swiftly shown the consequences of behavior like this.

I agree with your statement. However, I would be willing to bet that the “comfortable” guy actually knows how to fight and was not scared in the least.
