How in the hell did Michael Steele become head of RNC back in the day

Watched the RNC on OAN then started switching between to networks for comments. Michael Steele is all Dem positive which proves he is a RINO. How in the hell did he get to the top. Granted he lost the elections for the party. Was it on purpose?

The president has a lot of say on who runs the RNC (or DNC on the other side) a RINO chair reflects the president at the time.

Pigmentation. The Bush-Romney-McCain solution to the black problem was just to promote them regardless their ideology.
The guy ran the RNC and did not have any fore in his belly. It is a job that requires passion but his love for the democrats explains that.
