I think you'd find that more often than not this is already the case in a situation of resisting "by force," that tazing is utilized. The only reason it wouldn't be is if there weren't one available in that moment.

A lot of people, especially big people, who are on drugs can continue to fight through the taser. People with heart conditions can be killed by the taser.
