You said its only purpose is to attack political opponents, my response is that the office is bipartisan

Oh okay. Because Rs and Ds would never team up to take down someone that threatened their grip on power. That's never happened before

Probably, because like many bureaucracies, it's not necessary.

This office was formed in 2008. Before then, was there no ethical ovrsight?

I'm trying to remember all the House members they've busted. They must have taken down a very large number of crooks for the House to be this scared, amirite?

Without knowing the specifics on the issue, you are assuming quite a bit. This seems more like a procedural shift of responsibility rather than a true "gut".

Can you point to a specific instance in which this organization actually functioned as designed?

You have to give them credit; they are shameless in this. But it's not like anything can shame a DC politician anyhow

Now that we are about to have an ethics-challenged POTUS, I guess House Repubs think they shouldn't have to worry about ethics problems either.

they are moving the office into and under the Ethics Committee. two things, one, no longer bi partisan as the Republicans control committees and are the only ones who can submit inquiries, two, the release of information will never be released to the public as the OEC would previously.

so Republicans are now policing themselves, privately.

So basically the entirety of the way things were for the vast majority of our republic (and, mind you, Democrats had a majority in Congress for the majority of the past three generations). Dems policing themselves.

Again, without pointing to specifics, you're basically flailing. Have any Dems come out and given specifics?
