this is all still in the proposal phase

so you haven't actually proved the point you were trying to make

my understanding was that there actually is some money that they set aside for border fence repairs this fiscal year that they're able to use for these prototype contracts, so this can happen without any progress whatsoever on that $1.6 billion request

yeah, the contractors will get paid for their prototypes

but just because they build prototypes, doesn't mean the wall will be built

I've worked on plenty of government contracts and they can fall through at any time

The contract is for prototypes from a few contractors. The CNN article you linked even said that it's possible that none of the prototypes are actually ever used.

The border wall is not being built yet. This contract does not guarantee that it will be in the future.
