Yes.
Even before the POTUS is sworn in, intelligence agencies will begin briefing them on items that are need-to-know. They get in more detail, obviously, after the swearing in but he had access to information that you and I will never see short of being elected ourselves.

That was a rhetorical question. Of course he has access to information that we don't. He was ridiculed for that tweet at the time. "OMG he's attacking our sacred institutions! Protect McCabe." But as it turns out, the most likely scenario is Trump knew the results of this investigation at the time and knew McCabe was going to be terminated. Libs and the media can't comprehend that. No, it must be Trump tweeting ridiculous, unfounded and inflammatory remarks. This guy is clueless as to what's going on behind the scenes

They state at the bottom of page 1 that the FISA related stuff is a separate investigation that began in March 2017.
The report being released in May is related to 2016 election and FBI/DOJ frickery, and was initiated in Jan 2017.
