Gas light the people in to believing things like:
Blacks vote 98% Dem so when they still the black vote to a tune of 98% the people believe it.
The Filth know elections don't matter but the narrative to make the voters believe it matters and the Filth just eked it out is very important.

They have a 2 round voting system, so that number isn't terrible. The most recent French election had a low turnout. It was even lower than the first round of voting and was almost 10 percent lower than turnout was in 2012. I would imagine many of Melenchon's left-wing and Zemmour's right-wing supporters stayed home instead of voting for either candidate.
