Highlights from the Border Bill passed by the House

Emergency Supplemental Appropriations


Us Marshals - $155m for prisoners in custody

Homeland Security - $1.2b ($702m for migrant processing facilities, $92m for consumables, $20m for medical assets), $85m for procurement, construction, improvements to facilities.

ICE - $128m ($35m for transporting UACs, $12m for medical, court, relocation transport of detainees, $5m for overtime reimbursements, $20m for alternatives to detention, $45m for detainee medical care <—-$37 million for transport including relocation is change. And yet they almost double it to provide “alternatives” to detention and medical care.



Multi-Agency -$200m for pilot programs that provide 1. Physical and mental health assessments to provide support services 2. Child protection and welfare assessments 3. Food, hygiene, clothing supplies 4. Social Workers 5. Communication access including support to contact family members 6. Legal access 7. Credible and reasonable fear interviews by Immigration Services asylum officers 8. On the spot granting of asylum by Immigration Services and released

Provisions

DHS Sec shall establish policy to Congress that

- provide private meeting space and teleconferencing for deported individuals for legal consultation

- establish written policy defining who should not be returned

- conditions which will return Northern border patrol on temporary assignment at the Southern border back to their post

No funds for facilities will be released until CPB establishes policies and standards regarding safety and sanitation. 90 days to report back to Congress.


DHS ACF Facility Appropriations

- $2.9b ($866m for state licensed shelters, $27m for beds, $185 for grants to state licensed shelters to add beds, $100m legal and child services, $ 8m for caseworkers to expedite placing UACs with sponsors)

DHS Sec shall prioritize community based shelters over large institutional sheltered

No funds may be used to prevent Congress members from making surprise inspection visits nor does a member need to notify of such a visit.


Other Provisions

- No reprogramming funding to El Salvador, Guatemala, or Honduras
- Amend Central American Assistance funding to $615m

Smells like a veto.

Trump is sitting on billions of reallocated funds for the wall.

He can score major points redirecting half of that for additional judges.

It’s ridiculous how obvious their intentions are.

- Give nothing towards deportation efforts. Also nothing for relocation unless UAC

- Hold them in urban and suburban areas

- Give every resource necessary towards legal challenges

- If their request isn’t likely to be granted in ICs, circumvent courts and have Customs and Immigration social workers grant them asylum on the spot and released.


The kicker is that Central America still receives $600m+ and we still receive their citizens.

I forgot to highlight that the only reprogramming of intl aid funds allowed is that not less than 75% would go towards things like NGOs in those countries. You know, like those non profits that’s coordinating the caravans.

I was just shaking my head at the media talking about the lack of toothpaste at our shelters.

These people have been camping in masse with others for the last 1000 miles, huddling with others with communicable diseases, being raped and molested....and we are concerned they dont have toothpaste??

In other words, no money for enforcement, everything goes to resetting them here permanently.

Shoulsbt even get by the senate.

I have no issue with this part as long as they are accompanied by someone managing the center and wearing a running body cam the entire time and that video can be released to refute false rhetoric and ridiculous hyperbole.
