I'm sure there were loads of things that needed to happen before they could get to this point. Cleaning out the NSC of traitors for one. Which would have had stuff that needed to be done before they could do that. And so on and so forth.
The nature of this entrenchment, IMO, was such that it was flat out impossible to just walk in and fix it all on day one. Too many traitors in key positions that were able to gum up the works.
But by now it should be clear to everyone that significant progress is being made. SES cleaned out at the State Department. Leakers removed from the Whitehouse. Traitors removed from the NSC. And now from the ODNI.
We are winning. BIGLY.

And this is the biggest one. What good would it do to arrest a bunch of frickers if they just end up going before judges that were appointed by Team Deep State? It would do absolutely no good at all.
To answer the question, I think Trump said yesterday they have now appointed 218 federal judges.
