They need to have AI draw up all states based on whatever creates the minimum ratio of perimeter to area.

You'll get some Dem bias looking at only Presidential election cycles and +20 is already not far from +16

69-21 (R +38)
38-62 (D +24)
69-31 (R +38)
74-26 (R +48)

You carve up #2's high population Dem areas into 1, 3, and 4 and you end up with R +20 statewide pretty easily
