I even had a lady come up to me in Nashville and request a picture with her and her infant. I told her I wasn't him, but we took the picture for fun. If she showed someone the picture, and said it was him in Nashville, he/she would probably believe it. And that is with no gear to make it more difficult to see.
And I constantly see someone who is looking at a newborn infant say, "you look just like your (adult) mother or father." I mean my 11 month old hardly looks like the same person when looking at his newborn pictures, yet people can see the resemblance to an adult parent?
I bet you could do a study, connect random people to random babies of the same race, tell them it's their parents, and ask if they see one of the parents in the baby, and you would get a surprising number of yes responses.

If you were to defend your FBI agent theory...
You have not asked why an FBI agent would be walking to and fro, why he geared up of a station wagon with SWAT members...why he put his weapon down, why they are not secured, just in a parking lot, why an FBI doesn't inbestigate...
