If the population growth rate in the U.S. is dangerously low, why did Trump just cut legal immigration in half? ( acknowledging that Trump, as a result of being a real estate guy, sees things in a zero-sum manner. )

They have the votes without Collins once McCain and murkowski were a yes.

The ANWR vote is important to keep both

The ANWR is not a separate amendment. It is part of the bill.

Murkowski is a yes. Collins is a yes.

They have both already put out statements saying they have gotten enough concessions to vote yes.
