there is no such thing as “complete exoneration” in legal world
There is either exoneration or prosecution
If there is not sufficient evidence to bring a charge, you are assumed innocent under our laws.

It's not like I made up the term "complete exoneration," so I assume you are attacking the words of POTUS.

Again, you are BY DEFINITION exonerated if you are not prosecuted. It’s a legal term.
If trump were to go around saying “the report completely says nothing bad about me”, that will likely be misleading.
