I bet the files held back probably really put the US government and particularly the CIA in a bad light in terms of blatant reprehensable behavior regarding communist countries at the time. Id gander many of the files detail possible suspects and motives which may have been retaliatory in nature

Why? Many suspects have to wear a bullet proof vest and get heavy police cover when entering a court or during other forms of transport.
