Have you looked at requirements to immigrate into Canada? They give points for degrees, starting a business, etc., which is one reason why there are so many Indians there.
I'd take 1,000 Kenyans/Congolese/Phillipinos/Gujrati/etc. (degreed or not) over 100 Central Americans, all things being equal. Actual Africans living in West Houston find ways to become accountants and drive Land Rovers. Yes, some live in Alief, but their kids know they better go to college or there will be hell to pay. Central American/Venezuelans/Colombians that own cars and have insurance don't get on birth control because they need to pay for an appointment to get it, once a year.
