What does Flynn's brother have to do with Devolution? Is he organizing it?

From watching the series on blackwater and Eddie Gallagher I know what side most SEALs special forces and all lifer retirees I know of-- would be on; but they are mostly all retired. Erik Prince is on the outside.

Who is it on the inside that would do something, and why haven't they acted before it is too late? It would be nearly improbable with DOD being controlled by Milley.
