According to the chart solar was pretty low on the totem pole. Maybe some of that was used to thaw out the windmills.

If the coal plant is running it can absolutely be spooled up in high demand or bleed off in low demand. Yes, if the coal plant is 100% idle it can't be started immediately.
It's not instantaneous but there is adjustability in those systems.
Gas fired plants are even more flexible with multiple stages and/or turbines that can be brought online/offline to increase output or shed load.

“Substantial evidence supports the conclusion that Atmos Energy either was unprepared for the winter weather system, failed to perform for its customers as promised, or both,” the letter to the Attorney General reads.

Part of the irony is I'm pretty sure you and I have both worked most of our careers in fields closely related to oil and gas
