By applying basic business logic and mathematics, along with structure and logistics. Ever driven on a turnpike before? Half of Interstate 44 through Oklahoma is basically privatized under the Turnpike Authority (some of it illegally) and they make a killing. Any savvy entrepreneur could do the same. The biggest problem will always be trying to wrest away governmental power and ownership. Once they claim something as theirs, it takes an act of GOD to remove it.
