I thought the consensus here upon his arrival in the Trump WH was that Bill Barr was about as swampy as one could be? Why is anybody shocked at this?

Good, Biden is in the campaign, cannot very well complain about gov't interference and then do it yourself. People are to invested in Obama and Biden. They will never see the inside of a jail. They need to smear this all over the democratic/republican deep state apparatus; Obama/Biden will be caught by it via implication. That is more important. I wish people can understand this, you do not need to perp walk Obama to have his reputation ruined.

I don't think Barr being swampy is the only driver here. Trump likely doesn't want to start a precedent of investigating past presidents.
