If Julio has a legal deportation order, it doesnt matter how much he's getting from charities. Legally, he gets detained and deported. Full stop.

Watered down? If they water down the rhetoric it is for the safety of the agents. It really doesn't matter what they say as long as the actions are increasing of which they have.

Yes and no. Individuals are, usually family members. After that, it's religious NGO's and it's usually the Catholics and the Jews that do most of the sponsorships.
