This. Could get it done for damn near free. Every baw I know has got some sort of heavy equipment. Many do it for work, most for a combo of work and fun. I know a few that'd probably take off and dig the whole sumbitch themselves just to play on their toys.

Use the excavate dirt to build an earthen wall on both sides. As you make the canal deeper, the wall gets higher, then top both sides in wind mills and solar panels.

As an upside, with all that water flowing into the canal from the gulf and the pacific, that would make ocean levels fall, thus stopping the problem of rising ocean levels, right? Millions saved.
