100 employees to administer a flat tax for the federal government with millions of taxpayers (e.g., businesses you'd have to collect the tax from)?

Not doled out to the IRS, which is a sufficient enough answer to address your point. They clearly received some of it and have ramped up hiring efforts but the actual number is closer to like 25k.
IRA funding was to happen thru FY31.

Easy. Eliminate the IRS and the federal income tax and replace it with a consumption tax (VAT or tariffs). In conjunction, spending will have to be reduced dramatically.

Also keep in mind how much these people hate you. Yeah, they LOVE your labor and money, but hate your guts.
The only thing they "like" about you is that if you give birth, that is more kids they can attempt to groom and indoctrinate into their sick group. Other than that, they want you fleeced and will mock you if you try to stop it.
