It's a plea agreement with a reduced charge in exchange for something Flynn is providing. And yes, it sounds like he lied to the FBI after the election. Presumably he lied about something that took place BEFORE the election.

This timeline is less than good for Trump:
January 24 - Flynn lies to the FBI.
January 26 - Yates warns the WH.
January 27 - Trump responds not by firing Flynn, but asking Comey for a loyalty pledge.
January 30 - Yates fired.

Just ignore PBhog. Trump broke him. Guy had to take a 7 month break to get some therapy, or maybe serve time for "resisting" after his girl was retired by Trump. If you want a good laugh, just go read some of his post from last year running up to the election. Clearly this is a guy without a clue.
