The Florida Legislature can dissolve a district but it’s not a simple task. According to state statute 189.072 a majority of the residents would have to vote in favor of dissolving the district. And since most Reedy Creek homeowners are Disney employees that would be unlikely.

Almost all residents of Reedy Creek are Disney employees. Each family owns their own mobile home and pay Disney $75 a month rent for the space and utilities.

Not so fast. From the text of Senate Bill 4C:

Notwithstanding s. 189.072(2), any independent special district established by a special act prior to the date of ratification of the Florida Constitution on November 5, 1968, and which was not reestablished, re-ratified, or otherwise reconstituted by a special act or general law after November 5, 1968, is dissolved effective June 1, 2023. An independent special district affected by this subsection may be reestablished on or after June 1, 2023, pursuant to the requirements and limitations of this chapter.

What the Legislature giveth it can taketh away. Note the underlined part of the bill. And since RCID is NOT the only district which fits this criteria (there are five in total, one has an upcoming re-ratification vote) it would be hard for Disney to say they were "singled out".

The FL House has now passed the bill. It is now back on DeSantis's desk for him to officially sign it.
