Sure she could hire some underlings to shore up her lack of knowledge, but in a time when we are trying to rid the government of unneeded layers of management, this is adding an unneeded layer. This is where he should have nominated somebody like Noem, who has lots of experience in agriculture, and knows nothing about homeland security.
