I spent 2 months in PR. It is a beautiful country with fantastic people and views, but they will throw trash anywhere. You look up and see a fantastic view and you look down and you see trash everywhere

Large incinerators would do the trick. "Out of sight, out of mind" by burying it is not the ticket.

Fred Sanford was right about Puerto Ricans and garbage. A few exchanges had had with Julio:
Fred to Julio: "Go clean your yard up. Take a bath."
Julio to Fred: "I keep Chico (his goat) to keep the place clean."
Fred to Julio: "I bet that's a full-time job over at your place."
Fred to Chico (while chasing him away): "If you want something to eat, eat them empty Frito bags layin' around over there."

Depends on a whole host of factors... On an island, I would tend to agree with you but even in a really advanced and land locked location, like Japan, 30% of their garbage is still landfilled...
Cost drives what happens with waste in developed countries...

PR has A LOT of problems, not just a garbage one. Aside from perhaps having strategic value, I would gladly jettison it from the US collection of territories.
