Old knowledge. They realized about a decade ago that they were going to turn their country into a wasteland and they’ve invested quite a bit into “green” initiatives. They’re ahead of US manufacturing on EVs already despite Tesla’s head start. I think part of Elon’s cozying up to Trump was to assure a protection scheme against Chinese tech.

China has made these advances because their centralized, single-party state can rapidly respond with vast subsidies to partly or wholly state-owned corporations and massive efforts to train and retrain their labor force. Apple isn’t making their iPhones in China because they’re cheap. They’re building them in China because they’re the best at doing that manufacturing. Why? They spent an entire generation in the 90s and 00s on building workforce and industrial capacity.
Western capital use to be able to do this but they’re losing to Chinese state capitalism dressed up as “communism.”
We have big subsidies. We have departments of education. What do we have to show for it? A dumbass workforce and fighter jets that have to be repainted each flight.

People don't realize that we are losing our military advantage in technology largely due to the inefficiency of our research and development strategy. At this juncture I'd describe most of the defense contractor industry as corporate welfare queens.
