Those were clearly labeled as more than tarrifs in the calculations. If you've got the math formula to explain them then use them but otherwise I'm curious why no one even knows what previous tarrifs rates were if it was so unfair...

Just to clear this up you are correct but missing a step at the end.
If an importer buys widgets from the US they pay a 19% (in most cases) VAT when the items are onshored in Germany in addition to any import duties and tariffs. If the importer then sells the item to a customer they charge the customer the same 19 or 7% VAT on the item. At that point VAT has been charged twice on the item. However, the importer/seller then files for an import VAT refund/credit so in the end there is only one VAT paid. The VAT is only ultimately owed for the final purchase in the chain, whether it goes through one or multiple levels; all VAT incurred prior to that final purchase is refundable.
Obviously, if the importer uses the widget in their business they do not get the VAT refunded and deduct it as regular depreciation or amortization similar to the US.
