Appropriations bills (which is what is need to open the government, funding) start in the House, once approved move to the Senate, once approved (perhaps with limited amendments), go to the president for signature into law. On January 3, the House passed a bill to fund the government through September and sent it to the Senate. McConnell hasn't brought that bill to a vote. I think he brought a similar, Senate bill, to a vote today where it failed to pass.
McConnell, being of the same party as the president, won't send a bill to the president that he thinks the president won't sign.
