It begins with understanding the profile of your white-collar federal employee. They are risk-averse and often eschewed higher paying private sector jobs in exchange for guaranteed employment even with underperformance. Zero pressure. Never once in their career have they been asked to justify their existence. This is earth-shattering and traumatic for them.

I have no problem filling out a weekly report. I’ve had to do some version of that at almost every position I’ve held.
But this is a cluster. Several agency heads are telling workers to disregard the OPM email. And it’s Trump people, too, not Biden hold overs.
This is like your boss telling you to ignore something from HR. That’s where a lot of the confusion lies. They really need to clarify this quickly.
