The fact is Xi is obsessed with film and literature in a Goebbels way without coming across as controlling to their people. The Chinese hate the CCP for the most part, but actually have a positive opinion of Xi Jinping himself.
Xi has a warm air around himself, but someone like Elon knows that while to the people he is bribing Xi comes across as Annatar the Lord of Gifts that he is actually Sauron the Lord of the Rings. The Belt and Road Initiative is Xi’s effort to forge The One Ring and approaching him on fantastical terms is the best way to get to Chinese people’s attentions that hate the CCP but like Xi.

Anyone familiar with Chinese history knows they do this all the time. Some random dickhead forges a ring and gets away with it for a while then a ranger decides to take up his mantle and pushes china's shite in and they chill out for a century or three and then rinse and repeat. Before Japan it was the the Brits. Before them it was Mongolia. Before them it was Tibet if you can believe it.
