The costs they bore were to have a facility and supplies at the ready. The costs to house the people would have been far higher.
Thus, there should be millions upon millions of dollars of unused funds.

Space X isn’t housing anyone either. Are they committing fraud? Neither this contract, nor the Space X contracts are to house people. The contract in question is to have facilities in a state of readiness in case it is needed.

Show me the contract. You imply they are just renting space, whereas "to have facilities in a state of readiness in case it is needed" would imply there is much more to it.
If this huge sum is just for rent, then i would believe it is fraud based on the values being presented.

I have no idea, nor does it matter. It was probably a very shitty contract for America and wildly profitable for the contractor. But none of that matters to the question: Should the CEO be jailed? Answer: No, because he faithfully executed on a legitimate contract.

Maybe, but maybe not. You have no idea if he "faithfully executed" the contract.
We don't know on most all of these contracts with astronomical dollars attached to them whether the dollars were spent on what they were granted for.
I am all for auditing these contracts to see where the money went.
