IF they had the ability to detect when medical necessity was performed retrospectively and not performed beforehand, like federal law dictates, they would discover billions in waste

Blinded Medicare claims data is publicly avaialble to anyone if you really want it.
You don't need patient identifiers to uncover potential red flags of abuse.
It's not patients they're going after (most likely). It's health systems and providers and it doesn't take an autistic whiz kid to find outliers in data that could point you to potential abusers.

You want to compare data breaches to just giving your data to outside parties with no oversight.
