Sure. But having sex (so long as it involves consenting adults and is not prostitution) is not a crime. There isn't really anything our society has in place to prevent that other than advising people not to do it or to use a form of birth control.

All you're doing at that point is making them incur travel expenses
I don't let people do drugs at my house either but don't really care if they do them elsewhere. I guess I'm just making them incur travel expenses though.
