It is both a moral community problem (ie the moral community with the highest status does not condemn bastardy) and an incentive problem - bastardy does not condemn one to poverty, as it usually would have been in previous times.

Children coddled by their mother with no strong influence will grow up to be butt hurt, victims as adults. Children basically ignored by mothers who have to work too much to survive, will be raised by whatever is most convenient, which is usually running the streets.
