UPCs in the Navy are required to be officers. Their assistants can be enlisted, but the program manager has to be an officer.

Not the way it works in the Navy. The UPC has to be an E-7 or above and they rarely do anything with the program. All the assistants are E-5s who handle generating the names, collecting the samples, and dropping it off. They are usuall monitored by one or two E-6.
So not a load of shite….
