Some groups in each of these states should come to their state’s place and set up a booth and celebrate their state’s history.

If your state’s leaders don’t care to participate, they can keep their mouths shut about it.

Short answer: No — the Great American State Fair is not a political rally.
But because it’s happening in an election year and in Washington, D.C., some people interpret it through a political lens. Here’s the clearer picture.

?? What the Fair Actually Is
The event is organized as a national celebration and exposition, not a campaign event.
It’s run by Freedom 250, the group coordinating America’s 250th anniversary activities.

It includes:

State and territory exhibits

Federal agency displays

Agriculture, arts, science, and technology showcases

Concerts, food, and carnival-style attractions

Themed days (military, innovation, arts, etc.)

You write that as though it is conclusive, but it’s not. If they invited all 50 states, but Trump is the master of ceremonies, and they are playing campaign style commercials for him, then it is partisan.
