It was one person, and that person reserved his attacks for when the police officer approached and continued to try and apprehend him. At one point, someone came and got the man off the officer, and the officer still couldn't subdue the individual. This officer needs serious training. Once he found out that his weapon was missing, he should have stopped, called for backup, and waited. The person he was trying to arrest made no effort to go anywhere. I am absolutely not condoning what happened, as this guy and the people watching it happen (and one person egging it on) are trash. But man, that officer had no clue what to do.
