Tell us why State should have blocked the visa request again? She was a foreign lawyer coming in to work on a legal case. Visa approved. Routine.

Obama's administration was already "tapping" Trump's campaign, but they needed a way to legitimalize the tapping. This meeting was the evidence they thought they needed to make that happen through the FISA court

I would guess that she didn't put on the visa application that she was coming as an undercover agent of Russian intelligence to meet with the directors of the Trump campaign to provide material assistance on behalf of the Kremlin. The only people who knew that were the Trump people, and they didn't call the FBI to report the passing of the product of foreign intelligence organizations to their American contacts.
