You are blithely unaware that there’s no separate Federal Medicaid program but that Medicaid is administered by each state paid for by a combination of state and federal funds. And you’re posting like you know anything?

California is a state. California’s Medicaid program is “MediCal.” MediCal covers illegal immigrants.

You can tell that federal funds help pay for that because as Trump has threatened cuts in Medicaid block grants to states covering illegals in their Medicaid programs, those states have changed/are changing/are contemplating changing their eligibility laws.
