What's your point? Nobody was forcing anyone to live in Chicago if they felt strongly about owning a firearm

Not trying to be antagonistic, but I would like to clarify what your position is.
If a person lives in a state with a "no guns allowed, at all" law and they get arrested for owning a Colt 1911 for personal protection, is your position "tough shite"?

I'm not a fan of an "open-ended" Constitution, but the Ninth Amendment, which I cited above, is about as open-ended as the text gets.
If you take it to mean that Americans are guaranteed a whole swath of non-enumerated rights that the Founders took for granted, then recreational drugs probably falls under that category.
There is a ton of historical evidence that colonial/early Americans enjoyed recreational cannibas and opitates without government interference.

If he's functioning and not hurting himself i don't see the problem.
I wouldn't go out downplaying the risks of opioids but I agree that people can function with use but not abuse or addiction.
Alcohol is a terrible and destructive drug but on Fridays (and Saturdays during football season) I'll pound six+ beers and nobody would bat an eye about that. The reason is purely societal norms. Smoking weed would be far less bad for me but people would start whispering to each other if i were going that direction
