Delivering an emotional statement not based in reality is NOT making a point.
You said that the law should mimic the poem. That is a statement devoid of rationale.

1. The reason for the Frogs’ gift of Lady Liberty was not related to immigration, but rather as a monument to and symbol of democracy.
2. The connotations of symbols change with time. When Lady Liberty was erected, NYC was about 30% foreign-born and they came to associate her with their own experiences.
3. This changing symbolism is reflected in the poem, which was penned even before the statue was erected.
4. Oddly enough, it was not long after the statue was erected that the US started imposing ever-stricter limitations on immigration.
5. By the time the plaque was added, NYC was 40% foreign-born, but public sympathy in the country was ready shifting toward greater limits on immigration.
