The governmental offices were intended for people who wished to serve their nation and make a liveable wage while doing so. Post-WW1 with the passage of a federal tax (that was only intended to be temporary until the war debt was paid), things began to change. Sometime during the 70s through 90s, the offices of Congress became seats for amassing generational wealth and installing a system to further drive the American taxpayer into the dirt while propping themselves up on a mountain of laundered tax coin.
Congress needs to be Completely gutted and reformed with new rules and standards.

Again, you just saw what happens when voters actually give a shite.
Some of those who were just ousted were "dug in like ticks."
In the typical primary election only around 9% of registered voters bother to get off the couch and vote. You could defeat any incumbent in the country just by having an additional 12-15% of registered GOP voters actually get up and go to the polls.
And if they don't represent well, vote their asses out the next go-round.
You wouldn't have to do that but a couple of times before you'd see the "quality" of the candidates AND the quality of the representation skyrocket.
The guys who designed our government were pretty brilliant. They designed it so that we get the government we deserve. With only 9% of registered voters participating, we've been getting exactly the government we deserve.
It's been our fault, not "the two party system," not "we need better candidates," not "we need term limits."
It's never been easier to communicate with large numbers of people and get them rallied around a cause. If government continues to suck, it will continue to be our falut.

Give the Republicans some credit. They did manage to increase the national debt by a few more trillion after running a platform of being fiscally responsible.
