The north shore is one parish but with different cities so you are half right, or equally wrong. All of the different departments have different buildings/ offices so what other reason needed for 300 million ( 500-700 million as they always double) other than because they want. They won’t even clean the facade of the existing one

“New” City Hall? There are plenty of existing structures already to accommodate. Just have to move in; stupid to build anything.
