I wonder how many times this "Commission" has found that rights were not violated?

Without knowing the exact procedural details, it seems odd that one or two branches of government can create an agency that apparently supplants another branch of government, but I guess it's done at the federal level all the time. In this case, the mayor and the council creating this commission that functions like a court.

If I'm understanding it right, it sounds like the commission frees up the courts and only recommends things for the court to look at. So you don't really get to court over this type of thing unless the commission sends you there.

It's actually not a bad idea.

Based on the picture of the shirt, I can see where the discrimination came in. It specifically doesn't promote anything directly except for the event.

I'm hobbled by mobile at present, but found the enabling law. There are many references to other ordinances that I can't see, but nothing dictating judicial remedies, only this:

If it's acting as a filter of sorts, or helping the aggrieved pursue a claim, I get that. Id assume parties could appeal to the courts, but such is not stated.

Many people don't know this but on the way down from the mountain, Moses dropped the third tablet. On it was written:

THOU SHALT NOT PRINT T-SHIRTS WITH THE NUMBER 5 ON THEM... AND DEFINITELY ANYTHING ABOUT PRIDE.

It's in the footnotes in the Bible which a lot of people fail to read.
