This is CPD’s way of controlling its gang banger population.
You teach them proper handling and then sell them a permit with tags for a set number of bangers.

Price for non-residents is higher.

Why would the gangs want to get worse at shooting? They seem to be doing very well every weekend at hitting targets.

My immediate thought as well. Cops are the last group I would want to learn shooting from.
