Opening up the floodgates on all schools in a state over political reasons is a good way to start getting politicians and judges in your business.



NCAA can do with they want with their rule book and I'm not sure how closely you've followed such things but they are the most arbitrary organization I've ever seen. Anyway, it's not like they have a good argument for why any transfer would need to sit out a year for any reason anyway.
