That is nonsense. The Russians have methods of war designed to minimize civilian casualties no matter what you 'seen' or think you know.

They have a technique of surround then allow a humanitarian corridor so civilians as well as enemy soldiers can get out of the surrounded town. They call the surrounded town 'caldrons'. They have already done this to two or three Eastern cities and are currently establishing the Kiev 'caldron'
